Does converting SMD to glTF lose quality?#
Not in the sense of pixels or samples. Converting SMD to glTF rebuilds the file in glTF's own model rather than re-encoding it, so everything glTF can represent comes through exactly and anything it cannot has to be dropped. Expect the geometry to be exact, and anything the target has no place for, such as a rig, to be left behind.

What is an SMD file?

Does a Half-Life or Source engine game actually load SMD files?
No. SMD is only an intermediate, source-tool format; studiomdl compiles one or more SMD files, together with a QC script describing how they fit together, into a single .mdl file, and that compiled file is what the game loads.
What still creates or reads SMD files?
Blender, using the community-maintained Blender Source Tools add-on, is the standard way to export SMD files today, alongside older tools like MilkShape 3D that supported the format directly. The Crowbar tool also compiles SMD files into Source engine models outside Valve's own SDK.
What's the difference between glTF and GLB?
glTF is a JSON text file that references its geometry buffers and textures as separate files, while GLB packs that same JSON, the buffers and the textures into a single binary file. Both describe the identical data model; GLB just bundles everything one file needs to travel as one upload.
