Does converting VRML to PLY lose quality?#

Expect the geometry to be exact, and anything the target has no place for, such as a rig, to be left behind.

What is a VRML file?#
A WRL file holds a VRML scene, 3D geometry, materials, lighting and simple interactivity described as plain text, under the ISO standard that made VRML97 official in 1997.
Use WRL only when working with an existing archive of VRML content; nothing produces new VRML files today.

What is a PLY file?#
A PLY file stores a point cloud or mesh as a list of elements, typically vertices and faces, each carrying whatever properties its writer chose to attach, such as colour, normals or scan confidence, which is why 3D scanners and photogrammetry tools favour it over formats with a fixed vertex layout.
Use PLY straight out of a 3D scanner or photogrammetry tool, since it's built to carry exactly the per-point data those pipelines produce.
Convert PLY to OBJ or glTF once the scan needs to go into a rendering or animation pipeline that expects UV-mapped textures instead of vertex colour.

What program opens WRL files?
FreeWRL, an open-source VRML and X3D browser for Windows, macOS and Linux, opens WRL files directly, and Blender can import and export VRML through its built-in X3D add-on.
Is VRML still used?
Not for new work. VRML saw real use through the 1990s and early 2000s, mainly in research, education and early web 3D experiments, but its successor X3D took over in 2004 and nothing has produced new VRML content since.
What replaced VRML?
X3D, the ISO standard that became official in 2004, replaced VRML, carrying forward the same kind of scene description as a formal superset while adding an XML encoding and features VRML never had.
What is a PLY file used for?
